The International Education Stream (IES) is a program under the Manitoba Provincial Nominee Program (MPNP) designed specifically for international graduates, who have completed their studies in Manitoba.  This stream provides a faster route to permanent residence for graduates with the skills and experience that match the province’s labor market needs.

Who is Eligible for the International Education Stream?

The IES is for international students who have graduated from a recognized institution in Manitoba and have strong career prospects in the province.  Unlike other immigration pathways, the IES does not require graduates to have work experience before applying, making it an attractive option for recent students.

The stream is divided into 3 pathways, each catering to different types of graduates:

1. Career Employment Pathway

This pathway is for graduates who have secured a full-time, long-term job offer in Manitoba in an in-demand occupation.  To be eligible, applicants must have completed a post-secondary program of at least one year (or two semesters) in Manitoba and demonstrate proficiency in English or French.

2. Graduate Internship Pathway

This option is designed for master’s and doctoral graduates who have completed an internship with Mitacs, a Canadian organization that connects students with research and industry projects.  Unlike the Career Employment Pathway, applicants under this stream do not need a job offer at the time of application.

3. International Student Entrepreneur Pilot (ISEP)

Graduates from a post-secondary program in Manitoba, between 21 to 35 years of age, who have an interest in starting their own business in the province can apply through this pilot.  To qualify, they must complete a Business Plan, operate a business in Manitoba for at least six months, and meet other entrepreneurial requirements.

The IES is designed to offer a more direct pathway to provincial nomination for international graduates.  Those who meet the requirements can transition from student status to permanent residence while contributing to Manitoba’s economy and workforce.

How to Apply?

Eligible candidates must first submit an Expression of Interest (EOI) to the MPNP, where they will be assessed based on their education, job prospects, language skills, and other factors.  If selected, they will receive an Invitation to Apply (ITA) and must submit a full application with supporting documents. Successful applicants will receive a provincial nomination, allowing them to apply for permanent residence in Canada.
