The Manitoba Provincial Nominee Program (MPNP) is an immigration program designed to attract skilled workers, business investors, and international graduates to settle in the Province of Manitoba. It operates as part of Canada’s broader Provincial Nominee Program (PNP) and allows the province to nominate individuals who meet its labor market and economic needs.
Step 1: Expression of Interest (EOI) Submission
Prospective applicants must first submit an Expression of Interest (EOI) online. This is not an application but rather an initial profile submission where candidates provide details about their skills, work experience, education, language proficiency, and connection to Manitoba. Based on this information, they receive a score and are placed in a pool of candidates.
Step 2: Invitation to Apply (ITA)
The MPNP conducts regular draws, selecting the highest-scoring candidates from the EOI pool. Those selected receive an Invitation to Apply (ITA) for provincial nomination. The selection criteria vary based on the specific MPNP stream under which the candidate applied.
Step 3: Submission of Full Application
Once invited, candidates must submit a complete application to the MPNP, providing supporting documents to verify their qualifications. Depending on the stream applied to, it includes proof of work experience, education credentials, language test results, and a connection to Manitoba. Applications are assessed based on Manitoba’s economic and labor market needs.
Step 4: Provincial Nomination Approval
If the MPNP approves an application, the candidate receives a provincial nomination, which significantly boosts their chances of obtaining Canadian permanent residence. The nomination adds 600 points to the applicant’s Comprehensive Ranking System (CRS) score in the Express Entry system, if applicable.
Step 5: Application for Permanent Residence
After receiving the provincial nomination, candidates can submit their permanent residence application to Immigration, Refugees and Citizenship Canada (IRCC). The federal government conducts background checks, including medical and security assessments, before granting final approval.
