Yes, international students can do any self-employed Uber / pizza delivery type work, provided it is within these allowed weekly hours. I'm not making up my own mind, I'm just saying what the evidence says. And what can happen if this rule is disobeyed is also very clearly stated.
That means, it’s your (student’s) responsibility to track the time and justify / provide track record to IRCC if has been asked.
Also, student’s driving Uber often found arguing about whether they should record their online hours or the active hours (hours they got paid for). Please check the line marked in BLUE color in the above image directly shared from www.canada.ca, that clearly proves that you should record the online hours, not just the active hours.
Lastly, please be careful about the probable the consequences of violation the study permit conditions.
Working more than 20 hours per week is a violation of your study permit conditions. You can lose your student status for doing this and may not be approved for a study or work permit in the future. You may also have to leave the country.
