The International Education Stream (IES) under the Manitoba Provincial Nominee Program (MPNP) offers three pathways for international graduates from Manitoba institutions:
1. Career Employment Pathway: Requires a full-time job offer in an in-demand occupation (minimum one-year contract) and CLB 7+. Must be residing in Manitoba.
2. Graduate Internship Pathway: No job offer required for Master’s or PhD graduates who have completed a Mitacs Accelerate/Elevate internship. CLB 7+ required.
3. Student Entrepreneur Pathway: For graduates starting a business. Must own at least 51%, operate for six months, and meet CLB 7+.
Challenges of the IES Stream
While the IES provides a faster route to permanent residence, international students may face several challenges:
1. Job Offer Requirement (Career Employment Pathway)
· Securing a full-time, long-term job in an in-demand occupation can be difficult, especially for recent graduates with limited work experience.
· Some employers may be unfamiliar with the MPNP process, making them hesitant to hire international graduates.
2. Business Requirements (Student Entrepreneur Pathway)
· Starting a business requires a feasible business plan, financial resources, and at least six months of active operation before nomination.
· The requirement to own at least 51% of the business in a partnership may be restrictive.
3. Limited Access to Internships (Graduate Internship Pathway)
· The Mitacs Accelerate or Elevate programs are not available to all students, limiting access to this pathway.
· Without an eligible internship, applicants must explore other immigration streams, which may have stricter requirements.
Alternative Solution:
A viable alternative for international graduates struggling to qualify under IES is the Skilled Worker Overseas (SWO) Stream of the MPNP.
· If a graduate can demonstrate at least six months of full-time work experience outside Canada (before beginning their studies in Manitoba) in an in-demand occupation, they may be eligible under SWO. Please note that Manitoba’s In-Demand Occupation List is extensive, increasing the chances of eligibility.
· No job offer is required under SWO.
· Faster processing times compared to federal Express Entry.
