The Manitoba Provincial Nominee Program (MPNP) is a pathway for individuals aiming to immigrate to Manitoba, Canada. The application process involves several stages, each with its own timeline. Here's a detailed breakdown:
1. Expression of Interest (EOI):
- Process: Prospective applicants create an online EOI profile, providing details about their skills, work experience, education, language proficiency, and connections to Manitoba. Completing the EOI profile typically takes a few hours. Once submitted, the profile remains active in the MPNP pool for up to one year. One can update their profile after submission e.g. better IELTS score
2. Letter of Advice to Apply (LAA):
- Process: Based on the EOI ranking and Manitoba's labour market needs, the MPNP conducts periodic draws to invite top candidates. Those selected receive an LAA, inviting them to submit a full application. The interval between submitting an EOI and receiving an LAA varies. It depends on the applicant's score and the frequency of MPNP draws. Some candidates might receive an LAA within weeks, while others may wait several months or may not receive one at all.
3. Submission of MPNP Application:
- Process: Upon receiving an LAA, candidates have 60 days to submit a complete application to the MPNP, including all necessary documentation. Preparing and submitting the application can take several weeks, depending on how quickly applicants can gather and upload the required documents.
4. MPNP Application Assessment:
- Process: The MPNP reviews the submitted applications to ensure they meet all eligibility criteria and that all documents are in order. Due to a high volume of applications, processing times have exceeded six months from the application submission date.
5. Provincial Nomination:
- Process: If the application is approved, Manitoba nominates the candidate for permanent residency. The nomination is issued shortly after the application assessment is completed. This gives 600 extra points to the candidate for their express entry.
6. Submission of Permanent Residency Application to IRCC:
- Process: Nominated individuals apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residency. Processing times for permanent residency applications vary by visa office and individual circumstances. Applicants can check current processing times on the IRCC website.
To enhance your chances of receiving a nomination through the Manitoba Provincial Nominee Program (MPNP), it's essential to understand the Expression of Interest (EOI) ranking system and the profiles that are more likely to be selected.
Improving Your EOI Score:
The MPNP uses a points-based EOI system to assess candidates. The maximum score is 1,000 points, distributed across several factors. Recent draws have favoured candidates with scores above 600.
- Language Proficiency (up to 125 points):
- Achieving a Canadian Language Benchmark (CLB) of 8 or higher can significantly boost your score.
- Age (up to 75 points):
- Candidates aged 21 to 45 receive the highest points.
- Work Experience (up to 175 points):
- More years of relevant work experience can increase your score.
- Education (up to 125 points):
- Higher levels of education, such as master's or doctoral degrees, yield more points.
- Adaptability (up to 500 points):
- Connections to Manitoba, like having close relatives, previous work or study experience, or a valid job offer, can substantially enhance your score.
