The Expression of Interest (EOI) system in the Ontario Immigrant Nominee Program (OINP) is a points-based system that allows candidates to register their interest in applying for specific OINP streams. Instead of applying directly, you submit an EOI profile and wait to be invited to apply.

Which OINP Streams Use the EOI System?

The EOI system applies to:
Employer Job Offer Category

  • Foreign Worker Stream
  • International Student Stream
  • In-Demand Skills Stream

International Graduate Category

  • Masters Graduate Stream
  • PhD Graduate Stream

Entrepreneur Stream

🔹 Note: Express Entry-linked streams (like Human Capital Priorities, French-Speaking Skilled Worker, and Skilled Trades) do not use the EOI system. Instead, Ontario selects candidates directly from the federal Express Entry pool.

You must first register an expression of interest with the OINP to indicate your want to be invited to apply for these streams.

 Only those who are invited may apply to these streams.  Applying for permanent residence or submitting an application to the OINP are two different processes from registering an expression of interest.

 By registering, you provide the OINP access to vital data about you, which it can use to rank and choose applicants who are most likely to satisfy Ontario's labor market and economic demands based on one or more of the following characteristics:

  • education – level and field of education and where completed
  • language – English or French
  • regional immigration – intention to settle outside of the Greater Toronto Area
  • skill and work experience level
  • earnings history
  • other factors relevant to employment prospects – job offer in Ontario, Canadian work experience
  • strategic priorities – attributes that would address immediate labour market needs in Ontario or a region of Ontario.


    How to register an expression of interest

    Read the stream requirements to ensure you are eligible.

    The information you provide in your expression of interest must be accurate at the time you register or update your expression of interest.

    You can only register one expression of interest per OINP stream at any given time.
