Embarking on the journey to study in Canada is both thrilling and challenging. However, a new requirement has recently emerged, causing some confusion among prospective students - the Provincial Attestation Letters. In this article, we will delve into this fresh prerequisite to ensure a smoother application process for your study permit.
Starting from 8:30 am ET on January 22, 2024, the majority of students applying for a study permit in Canada will be required to obtain a Provincial Attestation Letter (PAL). The process for provinces to issue these letters to aspiring students is anticipated to be in effect by March 31, 2024. This page will be continually updated as the new process unfolds, but let's delve into what we currently know:
Understanding the Provincial Attestation Letter (PAL): In response to Canada's housing crisis and other challenges in the international student program, Immigration Refugees and Citizenship Canada (IRCC) has introduced an additional document requirement for study permit applicants – the Provincial Attestation Letter. This new demand aligns with the international student cap introduced in Canada in January 2024.
Each province will be responsible for issuing the PAL to study permit applicants, confirming that the application falls within the national cap on international students implemented in January 2024. Essentially, it is a letter from the province indicating that it has not surpassed the permitted number of students for that year.
Consequences for Non-Exempt Study Permit Applicants: Study permit applicants who are not exempt and fail to provide a PAL with their submission will see their application returned, along with the associated fees.
Determining Who Needs a Provincial Attestation Letter: Any non-exempt study permit applicant must include a PAL with their application. This includes international students applying for certificate and diploma programs, undergraduate degrees, and study programs lasting longer than six months.
Exemptions from the Provincial Attestation Letter Requirement: Certain categories of international students are exempt from the PAL requirement, such as preschool, elementary, and secondary school students, Master's and PhD students, and those applying for study permit extensions.
How to Obtain a Provincial Attestation Letter: The application process for obtaining a provincial attestation letter has not yet been defined. Updates on this will be provided when more information is released by IRCC and/or the provinces. For the latest updates, contact Zane Immigration.
Special Note for Quebec Applicants: If you plan to study in Quebec, note that the province has been issuing an updated letter confirming the issuance of the Québec Acceptance Certificate for studies since February 13, 2024. This letter allows candidates to apply for a study permit in Canada.
