Canada offers Provincial Nominee Programs (PNPs) for each province, but this post will focus on the Ontario Immigrant Nominee Program (OINP) and how it compares to the federal Express Entry system. Both programs provide pathways to permanent residence (PR), but differ in eligibility, processing times, and requirements. 

Express Entry: Fast & Competitive

  • Includes Federal Skilled Worker (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades (FSTP) programs and is managed at a federal level
  • A high CRS score is required for direct invitations
  • Current processing time is approximately 6 months
  • No job offer required

OINP: Provincial Nomination for Ontario

  • Candidates with lower CRS scores can get 600 extra points for Express Entry
  • Many different streams available
  • Processing time varies depending on the stream
  • Job offer is required for some streams

How many Points Do I Need to get an Invitation Under OINP?

  • Human Capital Priorities Stream (Express Entry-linked): The minimum CRS score varies by draw but should be a minimum of 400 points. Candidates must also meet any needs Ontario's labor market has and have an active profile in the Federal Skilled Worker or Canadian Experience Class Express Entry stream. 
  • Skilled Trades Stream (Express Entry-linked): This stream is for workers in eligible skilled trades occupations in Ontario. The minimum CRS score varies by draw but has historically been as low as 300-350, making it an option for trade workers with lower CRS scores.
  • French-Speaking Skilled Worker stream (Express Entry-linked): This stream prioritizes bilingual candidates who meet Express Entry criteria. The CRS requirement fluctuates but tends to be between 300 and 450, often lower than the Human Capital Priorities stream.
  • Employer Job Offer Streams: No CRS score requireed, but candidates must hve a valid job offer from an Ontario employer that meets the criteria outlined.
  • Masters & PhD Graduate Streams: No CRS score required, but applicants must have completed their degree in Ontario within the last two years.

The cut-off scores changed based on demaned, so staying up to date on recent draws is very important. 

Which One Should You Choose?

  • If you have a high CRS score and don't need provincial nomination to receive an Invitation to Apply (ITA), go for Express Entry
  • If you need extra points, have a job offer in Ontario, or work in an in-demand occupation, choose OINP
