Usually, you should receive ITA if you are really a deserving candidate. But if you haven’t then there should be some grounds which you might not be aware of before as you were focusing on the score only. I will try to share whatever I came across so far in my practice or out of the colleague’s network in different scenarios. The most dominant ones are as follows:

1.     Not qualified for the particular category-based draw

In addition to having a high enough CRS score, candidates must fulfill all category requirements for category-based draws (such as those in healthcare, STEM, or French language skills).

For instance, having a pharmacy degree alone is insufficient; the applicant must have relevant professional experience in a relevant field.

 

2.     The rule of tie-breaking

IRCC uses a tie-breaking method based on the date and time the Express Entry profile was submitted if the candidate's CRS score is precisely the cut-off.

If there are more candidates with the same CRS score than the number of ITAs available, IRCC uses the tie-breaking rule. In that situation, candidates who created their Express Entry profile earlier (or last updated it earlier, depending on the timestamp used by IRCC) are ranked ahead of those with the same score who entered the pool later.

Additionally, an ITA will not be sent to candidates whose profiles were created or last sent after the designated date and time.

 

3.     The Express Entry profile lost its eligibility.

Before the draw, the profile might have lost its eligibility because of:

  • ·      Results of an expired language test.
  • ·      Where appropriate, an expired Educational Credential Assessment (ECA).
  • ·      The underlying immigration program's minimal eligibility conditions (such as the Federal Skilled Worker Program, Canadian Experience Class, or Federal Skilled Trades Program) are no longer met.

 

4.     At the time of the draw, the profile was not active.

Before invitations were sent out, the profile might have expired, been revoked, or otherwise become dormant.

 

5.     Inaccurate or lacking details in the profile

Examples:

  • ·      The NOC code is incorrect.
  • ·      missing employment history.
  • ·      incorrect dates of employment.
  • ·      mistakes that impact the underlying program or a category's eligibility.

 

6.     The CRS score was reformed prior to the draw.

Even when the candidate thought their CRS score was above the cutoff, it might fall before the draw because of:

  • ·      Birthday (age points lost).
  • ·      The language test has expired.
  • ·      A shift in the status of marriage.
  • ·      additional modifications that impact CRS.

 

7.     System or technical problems (rare but possible)

Technical problems can occasionally impact Express Entry profiles, though they are rare but possible. When a large system problem arises, the IRCC usually looks into it and may give directions.

 

What needs to be examined first?

Check the following in order if someone ought to have received an ITA but didn't:

  • ·      On the date of the draw, was the Express Entry profile active?
  • ·      If the draw was category-based, was the candidate qualified for it?
  • ·      On the day of the draw, was the CRS score still higher than the cutoff?
  • ·      Did the applicant comply with the tie-breaking rule?
  • ·      Were the ECA and language test still valid?
  • ·      Were the job history and NOC code entered accurately?

 

If all of these are examined and confirmed and the candidate still did not receive an ITA, it would be appropriate to submit a technical issue report through the IRCC web form pr by calling IRCC.
