1) Right to vote or run for office

2) PR Card vs Passport

While Canadian citizens hold passport of Canada, PR holders are the citizens of another country. Therefore, the visa free travel benefits that Canadian citizens enjoy, is not shared with the PR holders.

3) Residency requirements

Canadian citizens do not need to fulfill any requirements to stay in Canada. They can stay outside the country for as long as they like, yet continue to retain their citizenship. However, Canadian PR holders need to stay at least 2 years in every 5 year period in Canada to retain their PR status. Additionally, they need to stay in Canada for at least 3 years in a 5 year period, to apply for Citizenship.

Therefore, these are the major differences between PR status and Citizenship in Canada. While PR holders can enjoy majority of the benefits of being in Canada such as access to healthcare, education, and also pay taxes to the government, they still can not vote or run for public office, and also need to maintain residency requirements.
