On November 6, 2024, IRCC implemented a major policy change on Canada TRV – multiple entry visas. Previously, the standard practice for IRCC officers was to issue multiple entry visa with maximum validity period to visitor visa applicants. 

With the updated guidelines, immigration officers have been given more authority to decide whether to issue a single or multiple entry visa, and the duration of the TRV validity.

Officials maintained that such policy change does not mean that Canada is not as welcoming as before, and that the policy was implemented to refine the process to make sure that it syncs with Canada’s needs and priorities. 

What does this mean for visa applicants? 

Gone were the days when ghost/unscrupulous consultants would advice clients to find a seminar or a short-term reason for a visit and still get a 10-year multiple entry visa. Providing a genuine reason for visiting Canada and ample proof of home ties is very important, now more than ever. 

The guidelines for issuing single or multiple entry visas outline the factors that immigration officers will consider to exercise their judgement. This includes:

  • The purpose of visit: one-time event/training, tourism, regular visits to family members in Canada, etc.;
  • Funds: current employment, sponsor, sufficient resources, etc.;
  • Medical: health conditions, visit for medical treatment, insurance, etc.; and
  • Other factors: ties to home country, previous travel history, prior visa refusals.

These are the factors that immigration officers will consider in determining the validity period for multiple entry visas (shorter than the 10 years maximum):

  • Purpose of visit
  • Status in current country of residence + ties
  • Economic and political conditions in home country

Current visitor visa or TRV holders need not panic as this will not affect you. However, as the update is effective immediately, this might affect visa applications currently being processed; and of course, new temporary resident visa applications.
