On June 3rd, 2024, Immigration, Refugees and Citizenship Canada (IRCC) announced new pilot programs designed to enhance support for caregivers and Canadian families. Set to launch in 2024, these programs will expand access to caregivers for children, seniors, and individuals with disabilities. They will replace the existing Home Child Care Provider and Home Support Worker Pilot programs, which will cease operations on June 17th, 2024.

A notable change in the new pilot programs is that caregivers will be granted permanent residency upon arrival in Canada. This marks a significant departure from the previous requirement, which mandated that caregivers acquire at least 12 months of full-time Canadian work experience before applying for permanent residency.

Prospective candidates interested in working in Canada's home care sector will be eligible to apply if they achieve a Canadian Language Benchmark (CLB) level of 4, a lower requirement compared to the CLB 5 prerequisite of the current programs. Additionally, candidates must possess the equivalent of a Canadian high school diploma, which is a reduction from the one-year post-secondary program credential demanded by the current pilots. Applicants must still demonstrate recent and relevant work experience and secure a full-time home care job offer.

The new pilot programs offer increased flexibility by expanding occupational requirements beyond traditional roles in private homes. Caregivers can now work for organizations providing temporary or part-time care for semi-independent individuals or those recovering from injuries or illnesses. Further details will be disclosed by IRCC closer to the full launch of the new pilot programs.

These initiatives play a crucial role in fulfilling Canada's immigration goals, as outlined in the 2024–2026 Immigration Levels Plan, which aims to admit over 15,000 caregivers as permanent residents.

The introduction of these new pilot programs signifies a significant step forward in Canada's ongoing commitment to meeting the evolving home care needs of its diverse population, incorporating insights gleaned from past pilot programs. They aim to provide caregivers with a clear pathway to permanent residency while ensuring transparency and predictability in their immigration journey. Moreover, these programs address the persistent gap in the labor market by offering Canadians more choices for home care services.
