So, Can You Apply Without an Express Entry Profile?

In short, yes, you can apply for OINP without an Express Entry profile—but only for certain streams. If you want to apply through one of the Express Entry-linked streams (like Human Capital Priorities), you’ll need to have an active Express Entry profile.
