Applicants often seem to be very confused with this concern. Even some legal advisors are also giving wrong advice about this unknowingly. The above screen shot clearly indicates that SOWP can be applied just at the same time of the PGWP application. 

Now the question comes, if job is requred or not. Let's take a look at the requirements they mentioned. 

None of the requirements above mentioned about having the job / job offer. Therefore, having a job / job offer is not mandatory.
