Typically, an international student in Canada with a VALID study permit can visit the USA for a short trip and return to Canada without needing a Temporary Resident Visa (TRV) for re-entry to Canada. The student must ensure to have a valid study permit, return to Canada before the expiration of their authorized stay. and meet other entry requirements for both countries when travelling to USA and when they re-enter Canada.
Immigration and Refugee Protection Regulations (IRPR), Section 190(3)(f)(i) &(ii) states a visa exempt regulation for temporary residents in Canada for the sole purpose of entry to Canada, as below-
Visa exemption — purpose of entry
(3) A foreign national is exempt from the requirement to obtain a temporary resident visa if they are seeking to enter and remain in Canada solely
to re-enter Canada following a visit solely to the United States or St. Pierre and Miquelon, if they
· (i) held a study permit or a work permit that was issued before they left Canada on such a visit or were authorized to enter and remain in Canada as a temporary resident, and
· (ii) return to Canada by the end of the period initially authorized for their stay or any extension to it.

Though such regulation exists in Canadian Immigration law, it is however, advisable to obtain a Temporary Resident Visa ( TRV) or an eVisa to avoid any issues and unnecessary delays caused by the CBSA officers at the borders or airport as the border officers assess and analyse the situation case by case and it may not be the same for every temporary resident travelling to the USA.
